i've used visual studio handful of times.

can make executable custom icon strictly opens url in web browser?

i assuming visual studio best tool me achieve this, although open better options.

it has have custom icon , stand alone file.

if don't need executable create windows shortcut.

you can personalize icon too.

as prashantgupta has pointed out can use subsets of windows icons if want single file.
